SUPERVISION OF BUILDING AND CONSTRUCTION ACTIVITIES

Construction authority activities

The HAEA performs the following activities, within the scope of its competence as a construction authority in the construction of buildings related to nuclear facilities and radioactive waste storage facilities:

It assesses the:

·        construction application licenses,

·        modification of construction application licenses,

·        occupancy license applications,

·        demolition license applications,

·        applications related to the extension of the validity of licenses

of buildings, building structures and elevators of buildings of nuclear facilities in accordance with the provisions of Government Decree 118/2011 (VII.11.).

Furthermore, the HAEA also assesses the:

·         construction application licenses,

·        modification of construction application licenses,

·        occupancy license applications,

·        demolition license applications,

·        applications related to the extension of the validity of licenses

of buildings, building structures and elevators of buildings of radioactive waste storage facilities in accordance with the provisions of Government Decree 155/2014 (VI.30.).

The HAEA also involves co-authorities in the licensing process as the legislation requires.

License applications related to buildings of nuclear facilities and radioactive waste storage facilities must be submitted to the HAEA electronically, via the “Electronic Documentation Regulatory Process Support System” (ATDR).

Construction supervisory regulatory activities

The HAEA performs the following activities, within the scope of its competence as a construction supervisory regulatory authority in the construction of buildings related to nuclear facilities and radioactive waste storage facilities:

On the initiative of the licensee, the HAEA readies the e-construction log,

The HAEA suspends the e-construction log:

·        If the primary e-log was not opened during the validity period of the building permit and the extension of the permit was not requested,

·        If the licensee obtains a final occupancy license for the completed building,

·        In case of the clause for the occupancy license if the certification of completion has been uploaded,

·        If the occupancy license provides for the obligation to completing activities related to the missing buildings

·        After the completion of activities related to the missing buildings in case the occupancy license includes the obligation to do so.  

The HAEA monitors:

·        the construction activity,

·        whether the participants involved in the construction activities possess the required authorization in accordance with the nature of activities being carried out,

·        the possession of all required construction documentation,

·        the keeping of the construction log and its contents,

·        and compliance with the safety regulations during the construction activities.

The HAEA performs its construction supervisory regulatory activities related to nuclear facilities and radioactive waste storage facilities in accordance with the provisions contained in Government Decree 118/2011 (VII.11.), Government Decree 155/2014 (VI.30.) and in Government Decree 191/2009 (IX.15.( on building contractor activities.

With respect to the construction of buildings related to nuclear facilities and radioactive waste storage facilities, management of the e-construction log (e-log) must be done via the HAEA e-log application. Registration to the application can be requested from the HAEA.

The requirements related to the management of the electronic construction log are set out in Government Decree 191/2009 (IX.15.).
