According to the EU Nuclear Safety Directive (2014/87/EURATOM (NSD)), every six years a thematic peer review (Topical Peer Review - TPR), i.e. a peer review focusing on a specific technical area, is required in all Member States where nuclear installations are in operation.
The first such review took place in 2017, when the focus was on ageing management, while the second review, in 2023 focused on fire safety. A comprehensive self-assessment of fire protection/fire safety was carried out in 2023 by the national nuclear installations and the nuclear and fire safety co-authorities, the results of which were summarised in a National Report. For Hungary, the self-assessment project was coordinated by the Hungarian Atomic Energy Authority.
In September and October this year, experts reviewed the results of the 2023 review during meetings in Luxembourg, which were also attended by the Nuclear Safety Inspector of the National Nuclear Energy Authority (HAEA). The reports have been assessed by international experts invited by ENSREG and by regulatory and operator experts from EU Member States, and the results have been presented at two technical meetings with the countries participating in the review in Luxembourg in September and October this year.
During the technical meetings organised by ENSREG and the European Commission, Hungary and the HAEA were represented by András Gábor Siklósi Nuclear Safety Inspector, alongside representatives of the TPR II participating facilities.
Most of the non-compliances (mainly minor administrative weaknesses) identified by the self-assessment and the ENSREG experts' previous on-site visits have been addressed before the events, and the remaining tasks will be addressed in the related TPR II National Action Plan.
