Commission assistance to transpose EU Basic Safety Standards

In 2013 the Council of the European Union approved a new radiation protection directive, which have to be transposed into the national legislation of the Member States by 2018. The national legislative bodies and the competent regulatory authorities have a major challenge in this regard, so the European Commission decided to closely follow the implementation , and provides legal and technical support to the EU Member States.


Between December 1 and 3, 2015 a general and a topical workshop were organized for this purpose, which were aimed at achieving common construing of the obligations and responsibilities by the EU Member States and sharing experiences, as well as strategies for the transposition. Among the topics highlighted:

- requirements of education and training for radiation protection;

- the legislative system of radiation protection,

- regulatory control,

- occupational-, medical-, and public exposure,

- emergency response and preparedness.

At the meeting the European Commission highlighted the French, the German, the Belgian and the Hungarian experiences gathered so far during the transposition process. Our country was represented by Judit SILYE, EURATOM advisor of the Hungarian Atomic Energy Authority and Géza SÁFRÁNY, Deputy Director General of the National Research Institute for Radiobiology and Radiohygiene. Mr. Sáfrány gave a presentation on the situation in Hungary describing the changes of jurisdiction, and the current state of play of the transposition process.

At the end of the workshop, the European Commission provided an opportunity for Member States to  propose  topics in which they would require additional support for the adequate transposition of the EU BSS. On this basis, four more topical workshops will be held focusing on radon and naturally occurring radioactive materials, building materials and reference levels, dose constraints, as well as regulatory requirements.
